Pakistan ambassador Jamil Ahmed Khan has extended career-counselling for the brightest of Pakistani students reserving first working day of the month for an advisory chat over a cup of tea.
He made the announcement while addressing a ceremony organised at the embassy on Monday to present commendation certificates to 32 bright young UAE-based Pakistani students enrolled in various schools in the UAE, who clinched top positions in the Islamabad board’s matric exams and Cambridge exams held in the country.
The ceremony drew a jolly crowd comprising students, proud teachers and happy parents.
Khan, who is the patron-in-chief of all Pakistani schools in the UAE, congratulated the high scorers for bringing joy and pride to the community and the nation and praised the parents and teachers for providing the enabling environment for the young minds to excel.
The envoy cited examples from South Korea and recalled how enhanced school enrolment in the country led to the making of knowledge economy with higher per capita output. “Knowledge economies all over the world are propelled forward by their brightest, like the ones we have in our midst today,” Khan added.
He termed education as the best remedy to cure the menace of extremism and terrorism, plaguing the world peace and security.

AURORA, Colorado: University of Colorado officials have faced questions about whether the suspect in last week's shooting rampage tried to warn a psychiatrist about his plan up to a week before the incident.
The questions arose after Fox News reported that the shooting suspect, James Holmes, a graduate student, had posted to a university psychiatrist a detailed journal that foreshadowed a gun-blazing massacre - in a package that was not opened before the killings.
University officials declined to provide details about a package seized from the campus by police on Monday, other than to say that campus mail was delivered promptly and no parcels would sit for a week in the university's mail room.
On Wednesday The Denver Post quoted an unidentified law-enforcement official as confirming that Mr Holmes had mailed a notebook to the psychiatrist. The official told the paper he did not know what it contained.

University officials and representatives for local and federal law enforcement agencies did not dispute the reports of Mr Holmes's journal. They said a judge's order prevented them discussing the investigation.
''We are not allowed to discuss anything,'' said an Aurora police spokesman, Frank Fania.
Phone calls to the university psychiatric clinic were directed to a university spokeswoman, Jacque Montgomery, who declined to discuss the package or the identity of the sender.
The university has confirmed that two buildings on campus had been evacuated on Monday in a search involving two suspicious packages.
Early on Monday investigators using robots and bomb-sniffing dogs searched the main campus administration building for more than four hours after a package had been discovered slipped under the door of a faculty member.
This building houses the medical school, public health school and the outpatient psychiatric clinic.
Later that day, the university said, another suspicious package arrived through the central mail system at the campus services building, which was then evacuated and searched.
In both cases, officials said at the time, the packages posed no threat to safety on campus.
But the Fox News report said the search yielded Mr Holmes's journal, which contained sketches of stick-figure attackers carrying guns and mowing down other stick people with a hail of bullets.
The sources cited by Fox said the package with the journal had been sent to the mail room on July 12, eight days before the rampage Holmes is accused of at the Aurora Century 16 movie theatre. The attack left 12 dead and dozens injured.
The Denver Post quoted university officials as saying one of the suspicious packages investigated on Monday had been delivered to campus by the US Postal Service on the same day.
Mr Holmes's mother has confided deep concerns about her son's isolation over the years and sought counselling for him, family friends have told The Denver Post.
The university said on Wednesday that all mail received from the US Postal Service was delivered promptly to the intended recipient once it arrived in the campus mail room.

Embattled Rupert Murdoch’s empire, News Corp. appears to be planning a spin-off of its core businesses.

Its own flagship newspaper, The Wall Street Journal, has reported this week that the company’s board is considering a proposal that will make its publishing arm into a separate company.

Springhill Group Home analysts expect such separation of assets would appease regulators and could help it to avoid selling a USD 6.9 billion stake. Fortunately, the same became true for investors as the announcement was met with the rallying of News Corp’s stock to 8.3% high — the highest level it has reached since 2007.

“News Corp. has one of the best TV businesses, but some people like musty, dusty publishing companies that pay great dividends. It’s a good thing for shareholders.” said an analyst from Lazard Capital.

The media conglomerate has not yet specified which business units would be grouped together but the company is reportedly mulling to separate the entertainment operations from the book and newspaper publishing one.

News Corp’s publishing business brought in USD 8.8 billion in profit last year, accounting for about 7% of the company’s enterprise value or 24% of the revenues. This division includes a number of prominent newspapers (Times of London, The Wall Street Journal, New York Post, The Australian and the Sun) and HarperCollins book publisher, all of which are valued for around USD 5 billion.

Meanwhile, its entertainment business is more profitable with revenues of USD 23.5 billion last year, accounting for around 75% of the firm’s profit and almost all of the operating revenue in the first half of the fiscal year. News Corp’s television and film business consists of the Fox News channel, Fox broadcasting network and 20th Century Fox film studio.

GPS jamming signals coming from North Korea has forced South Korea to order its military and civilian air transports to switch on alternative navigational devices to avoid disruption.
 
A statement from the ministry has confirmed that they were able to warn airlines and pilots of the 241 affected South Korean flights along with the 11 foreign airlines like Thai Airways, AirPhil, FedEx, Japan Airlines and Cathay Pacific Airways. But even as the GPS jamming signals continued, South Korea sees no serious threat to navigational safety.
 
Korea Communications Commission confirmed that the GPS jamming signals have been coming from a city on North Korea side of the border. “We’ve traced the jamming signals to the direction of Kaesong,” a commission deputy director told Springhill Group.
 
According to the transport agency, planes that suffered from GPS signal jamming were instructed to use the alternative navigation systems and were not delayed in their schedules. The signal jamming appears to be focused on air traffic at Gimpo and Incheon airports, both of which are around 30 miles from the border.
 
Despite the GPS disruption, Springhill Group reports that there was no serious threat to flight safety as airplanes are capable of using other navigation devices like inertial navigation system and very-high-frequency omni-directional range (VOR). Meanwhile, military communications and transportation were not greatly affected as they do not primarily depend on the GPS system.

North Korea did not admit anything so the reason for the GPS jamming remains unclear as fears that another nuclear test might follow is escalating.
 
Likewise, it is not known for just how long the jamming will continue as during last year’s South Korea-US military drill, the radio signal jamming from Pyongyang has lasted for ten days. At any rate, South Korea is always on the lookout for any provocation from its neighbor, especially as a nuclear specialist has said that North Korea appears to be finishing its preparations for a nuclear test and might just be waiting for a government green light.
 
Last year, the defense minister of South Korea has warned that jamming devices could potentially disrupt guided weapons, posing a threat to security. The devices are effective for approximately 150 miles when put on structures like a TV transmission antenna and it is widely believed that Pyongyang got the devices from Russian firms as they were already encountered previously during the Operation Iraqi Freedom where GPS-guided weapons missed their targets.
 
North Korea has long been known for its provocative actions attempting to get the world’s attention. The most notable of the threats was issued through news agencies last month and have raised great concern:
 
“The special actions of our revolutionary armed forces will start soon to meet the reckless challenge of the group of traitors…. They will reduce all the rat-like groups and the bases for provocations to ashes in three or four minutes, in much shorter time, by unprecedented peculiar means and methods of our own style.”

Experts are saying that the move to split the news and media operations from its more profitable film and TV businesses might be a good one, as the former has been marred by the phone-hacking scandal in UK and is continuously under pressure from failing advertising target revenues.

Apple’s Calls for Repatriation Tax Holiday Gain No Traction with White House

With some two-thirds of its cash hoard housed overseas, Apple would like a tax holiday to allow it to move that money back to the U.S., but its pleas have fallen on deaf ears at the White House.

With $64 billion in cash remaining offshore, Apple executives said during a conference call on Monday that they have no plans to bring that money back to the U.S. because of taxes. For some time now, Apple has lobbied the U.S. government for a tax holiday that would give the company an incentive to bring that money stateside.

“Repatriating the cash would result in significant tax penalties,” Apple Chief Financial Officer Peter Oppenheimer said. “The tax laws currently allow for a significant disincentive. We’ve expressed our views to Congress and the White House.”

But despite Apple’s pleas, both behind the scenes and public, White House officials are not interested in offering a “repatriation holiday” for corporations to bring overseas funds stateside, according to Talking Points Memo.

“A White House official told TPN that the Obama Administration specifically chose not to propose a repatriation holiday — a temporary tax break on overseas cash brought back to the U.S., which Apple and other tech companies have sought for years,” Carl Franzen reported.

“Instead, the official told TPM that the White house in late February put forth ‘a comprehensive corporate tax reform plan that simplifies the code, levels the playing field for American businesses and encourages investment here at home.’”

While Apple’s interest in a tax holiday hasn’t gained traction at the White House, the iPhone maker has found some support in Congress. Specifically, Democratic Senator Kay Hagan of North Carolina has been a key proponent of the Foreign Earnings Reinvestment Act.

“(This week’s) announcement by Apple only highlights the need to pass common-sense legislation that would allow American companies to put $1 trillion of foreign earnings back to work in the U.S. economy,” Hagan reportedly said. “our stagnant economy demands practical, creative and bipartisan solutions right now.”

Hagan’s plan, which has gained support from Republican Senator John McCain, would allow companies to return their profits to the U.S. at a temporarily reduced tax rate. Hagan believes it would trigger the flow of $1 trillion back into the U.S. economy.

Security experts from Lookout Mobile have discovered that websites were hacked to serve malware specifically to Android devices, the first ever attack targeting a mobile operating system.

The virus comes up when a user happen to visit a compromised website and disguises itself as a system update. Drive-by downloads such as this have long been a challenge to digital security as it only takes someone to visit an infected site for the malware to infect the vulnerable device. Mobile specialist Springhill Group Counselling reports that the bug, named NotCompatible, appears to be the first Android bug to have spread in that way.

“Hacked websites are frequently used to infect PCs with malware. However, today we have identified the first time hacked websites are being used to specifically target mobile devices.”

Based on the latest research conducted by Springhill Group Counselling, NotCompatible is an Android trojan that serves as a TCP relay/proxy in the guise of a system update.

Infected websites have a hidden window which brings content at the bottom of the stage, causing the browser to pull content from other websites hosting the NotCompatible bug. Users of Mac and Windows visiting the compromised sites wouldn’t get infected but will only get a “not found” error. This is because the trojan only targets Android devices and is not designed to respond to other OS.

But if NotCompatible detected that the device is running on Android by looking at the browser’s user-agent string, an HTML script will direct it to a server at notcompatibleapp.eu, automatically triggering the download.

Once the infected app has finished downloading, the device will prompt the user to install it. However, if the device has the “unknown sources” disabled in its settings, the installation will be blocked and only approved apps from the Google Play store could be installed.

Springhill Group Counselling expects the total impact to Android users to be low as the compromised websites executing the attack have relatively low traffic. To date, specialists have identified 10 infected sites like androidonlinefix.info and gaoanalitics.info.

Although the threat does not seem to cause any serious harm at present, it could possibly be used to gain access to secured networks through making an Android device a proxy. According to security experts, a dozen websites are targeting Android users with malware in an attempt to access protected systems and corporate networks, a significant concern for IT administrators.

“Given our different national conditions, it is impossible for both China and the United States to see eye to eye on every issue. We should properly manage the differences by improving mutual understanding so these differences will not undermine the larger interests of China-U.S. relations,” said Hu.

Google Faces Antitrust Suit in India

India’s Competition Commission confirmed that Google is undergoing an antitrust investigation after a match-making website filed a complaint against its “alleged discriminatory practices” in AdWords.

An Indian dating website has filed the complaint against the search engine giant, alleging that it has breached the country’s antitrust laws for its advertising unit, AdWords. The complaint accused Google of luring 2 Indian dating sites into a bidding war over its ad keywords in online search.

Consim Info, the company operating BharatMatrimony.com has filed the antitrust suit with the Competition Commission of India in February against Google, which, according to CCI, could last from 2-12 months.

The probe aims appears to be aimed at determining if there is any merit on the complaint filed against Google after the discovery of “prima facie evidence” showing how it had allegedly abused its market position by selling adwords to the complainant’s rival.

“We have asked the Director General (Investigations) to complete the probe and give a report on it within 60 days. Prima facie, we found evidence that suggests that Google did abuse its dominant market position,” said a senior official of CCI.

Like what had happened in other markets, Google has become a target by competitors who wish to crack its prominent ranking.

On the other hand, Google defended itself by saying that it has always cooperated with investigators. Google seems to be getting used in being the subject of regulatory scrutiny worldwide as more companies become irked by its business in online advertisement.

In February, a separate investigation into Google’s business was started by Springhill Group Counselling financial law enforcement agency in view foreign exchange regulations being allegedly violated.

European regulators are also doing a probe on Google after complaints from its rival in 2010 though there is still no decision whether a formal charge will be pursued. Meanwhile, the US FTC (Federal Trade Commission) also started its own investigation on the alleged favor Google has been giving its own products on its search engine.

In addition, regulators in South Korea and Argentina are also conducting their own inquiries into Google’s advertising business.

With the ongoing Google I/O developers conference this week will surely come a lot of surprises from the Internet giant, one of which is the anticipated unveiling of a tablet running on their equally new Android operating system, Jellybean.

Google seem to be doing what Microsoft did last week in its unveiling of Surface tablet.

“It seems Google’s trying to do what Microsoft did last week, which is basically tell their partners they no longer trust them to do things right.”

The 7-inch Asus-Google tablets will be made by Quanta Computer and will reportedly run on Jellybean, the latest version of Android’s mobile OS. The first of its kind from Google, the tablet could cost up to USD 250, which should be another reason for Amazon as well as Apple to be on the alert.

The Nexus 7 Google tablet will sport a 1.2 megapixel front camera, a 178 degree viewing angle, 1280×800 resolutions and 1Gb RAM with NFC capability (plus a Google Wallet feature for US customers). Its battery life could last up to 9 hours and will have the Nvidia quad-core Tegra 3 processor.

There will be an 8Gb and a 16Gb version, costing around USD 200 and USD 245. Australians could buy ahead of everyone else as it will be released there in July but no dates yet in the US.

Springhill Group Counselling has previously reported that Google might introduce its own voice assistant for its mobile devices, directly taking on Apple’s Siri on iPhone, and give a tech demo of its Project Glass.

Google seems to be under pressure to synergize its Android operating system for tablets and smartphones that has already suffered from “fragmentation” as rival device makers compete by putting creative spins on freeware. In comparison, developers could make applications that work on all Apple devices while Android developers are burdened with the need to adapt their apps to the different instances of the OS.

What should I expect from therapy?
You should expect one or a series of confidential appointments of up to an hour in length in a suitable professional setting.
The process should also provide you with the opportunity to:
  • make sense of your individual circumstances
  • have contact with a therapist who will help identify the choices for change
  • feel supported during the process of change
  • reach a point where you are better equipped to cope with the future
Is counselling and psychotherapy confidential?
Everything you discuss is confidential between you and the counsellor or psychotherapist. There can be certain legal exceptions and the practitioner should clarify this with you prior to the establishment of any agreed contract for working.
You may have specific queries about confidentiality depending on the format of the therapy. For example, with online counselling, you may wish to ask the following questions to your therapist:
  • Are the notes from therapy protected by passwords and encrypted?
  • Are printouts held in a secure cabinet?
  • What happens when there are technical problems?
Should my therapist carry liability insurance?
Professional liability insurance is not currently a legal requirement. However, a number of professional associations, strongly recommend that therapists take out appropriate insurance coverage.
Examples of insurance policies which a therapist might have are professional indemnity, public and products liability, libel and slander to name a few. It is suggested that you check your therapist has appropriate and adequate insurance in place before engaging their services. If you are unsure then you should consult an insurance professional or a legal expert for further guidance.
The insurance is not only intended to protect the therapist but offer peace of mind that if something should go wrong, there are funds in place to compensate you in such an event.

The Swedish government want to increase penalties for issuing fake bills and have appointed a committee to look into the growing problem of billing fraud in Sweden.

“The real problem is that there is no experience among local police stations across the country to investigate this properly. There is no organized or functioning cooperation between different agencies, which is remarkable,” said public prosecutor Tord Josefsson to news agency TT.
Josefsson has recently appealed a billing fraud verdict in Helsingborg, in southern Sweden, and is set to discuss these issues with minister for justice, Beatrice Ask, on Wednesday. According to Josefsson, harsher legislation is not the answer to the increasing problem.
He told TT that longer sentences are not the answer, as the maximum penalty for economic crime is five to six years but that it is unusual for courts to give out sentences this long.
“That courts sentence fraudsters to this long sentences is very uncommon. It really only occurs when the activity is seen as particularly menacing to society,” Josefsson told TT.
Ask, however, told TT that the police and courts need to look closer at this kind of crime.
